Good article and initial overview. Something else to keep in mind is to determine deliverables and success criteria.
Be specific what you want from your PR consultant. Is it a press release? If so, make sure you determine what you want it to announce and what you want to see as a result. Should it just get posted on the wires or do you want to see media coverage as a result? If it's the former, they will simply write it up and post on a wire - done. If you look for the latter, your PR consultant will need to do actual outreach/pitching of the news and set up interviews or engage the journalist(s).
Similarly for reviews of your product: do you just want your consultant to submit your product for a review? In that case, they will draft/submit and it may or may not yield something. Or do you want to have a metric that focuses on number/quality of >published< reviews? This is a very different expectation.
Just make sure you're all on the same page.
