Does anyone use WebPR.com [correction: should be PRWeb.com]? Any comment or suggestion?

I think there are better sites out there. But from what I've heard, speaking to successful campaigns ($100,000+) They said that a lot of these PR sites were not worth it. They were all very disappointing, they didn't say it didn't work but just not what you would expect for that kind of money.

I heard so many bad stories about those bad PR companies/websites. I want to find some good PR companies that can really help. I hope Kickstarter/indiegogo project creators can give us some recommendations.

PR Web and the like are no longer useful.

They used to be, because you could get your press release automatically listed onto many high PR domains belonging to news agencies. Many large newspapers, in their quest to find profit, were accepting every press release.

But then Google released Panda and Mockingbird, and penalizes these spam press releases in the rankings. So the big blogs stopped carrying them.
