Can You Ask Domestic Supporters to Give Extra for Shipping?

Hi,
I found a really awesome Kickstarter expert who suggested that I ask locals to pay extra ($7 beyond the pledge award tier amount) for shipping. All others can pick up their awards at a designated location. Then I saw in the Rewards tab in the Kickstarter setup something, in the How to Price section, that states "Budget any domestic shipping costs into the reward price." Is this a suggestion from Kickstarter or a rule that they can nail me on and reject my entire proposed campaign? There is no time for any rejections. This campaign has to go through.
