We are looking for an agency that has a big network of past project creators who are down for cross promotion. It is too time consuming to email every potential cross promotion campaign, and most of them say no anyways. Does something like this even exist?

Why would you even want to grow an email list? If your product is good, the backers will flow in once you hit launch. Kickstarter has over 100m monthly unique visitors.
