The best way to make it clear is have a screen after the registration process. Welcome to our site, here are some simple steps for you to put your first posting on our site. Then give the steps instead of having them read the rules forum. Hope that helps, that is my best suggesting.

@edendeavor - Wow I didn't even think of modifying the registration process. Simplest solutions are the best! Just added a new panel to the login screen. Thanks for the idea!

I have to comment on three threads before I ask a question? How is that going to increase the quality of comments?

Do I have to comment on three different threads or can I make three comments on one thread?

@tdkehoe - You could make three comments on one thread that are just spam or "increasingly useless", but that will definitely make less community members want to go out of their way to answer your questions. The idea behind the 3 comment rule, which has in general increased engagement and promoted a more helpful community, is that you must contribute to the community before you expect to receive from it or "get something" out of it.
