We are looking for an agency that has a big network of past project creators who are down for cross promotion. It is too time consuming to email every potential cross promotion campaign, and most of them say no anyways. Does something like this even exist?

Good post. If you find a resource like this, I'd sure be interested in knowing about it - it makes nothing but sense.

I think Funded Today does something like this, but they don't specialize in it. Would be interested to hear if anyone finds an agency that only does cross promotion.
