If they won't issue a refund then i'd say it's a scam. Sometimes things don't go the way we want when we hire a marketing service for crowdfunding promotion. It happens. But when it does happen to our campaigns we expect a refund in full, it's not our fault if the service fails to deliver results. We as crowdfunders pay for results and that is always the understanding of our agreements with promotion services.

I'll be sure not to work with this crummy service on my upcoming campaign. Thanks for the heads up.
