Yep, there are a few listed freelancers on fiverr that offer mass tweet services for $5. I've set a bunch of them to work. It's bumped up the contributor number slightly but they can't make those thousands of people contribute, just ramps up exposure/traffic. Which may be what your project needs, but hasn't quite worked so well for mine so far!
